Mr. Bean is furious with the untidy state of the streets and all the people who drop litter so he goes on a one-man mission to clean up the town. Armed with several bin bags Mr. Bean collects all the rubbish and puts up his own "No Littering" signs _ which have absolutely no effect. When the police show no interest in his campaign Bean builds a homemade vacuuming contraption causing chaos and mayhem wherever he goes.
